Citizen Damage Compensation Programme
Welcome to Citizen Damage Compensation Programme
In wake of 2010 flood crisis, Government of Pakistan in
collaboration alongside Provincial Governments have set up
Citizens Damage Compensation Program (CDCP) to support and
provide financial relief to the affected households of all
four provinces i.e Khyber Pakhtunkhwa, Sindh, Punjab,
Balochistan, Gilgit-Baltistan, Azad Jammu and Kashmir. The
Council of Common Interest (a constitutional body headed
by the Prime Minister, including the Chief Ministers of
all provinces) approved immediate payment of cash benefit
amounting to PKR 20,000 to flood affected families under
phase-I of the Programme that was jointly financed by the
Federal and Provincial Governments. Following the successful
completion of Phase – I, the Phase – II of the Programme has
been envisaged in collaboration with The World Bank,
DFID-UKAID & USAID keeping in view the following objectives;
To support the recovery of flood affected households by
assisting the GoP in strengthening the implementation of
the CDCP.
To provide cash grants to flood affected households of PKR
40,000 in two tranches, each PKR 20,000.

Beneficiaries that wish to receive cash grants in CDCP Phase
II should enroll themselves at the Watan Card Facilitation Centers
(WCFC).
Such beneficiaries after having checked their names in the
beneficiaries list at the DCO office can visit their nearest WCFC and
get
themselves verified and receive the first installment of PKR
20,000. Enrollment is an easy step by step process and should be done by
the beneficiary him/herself.
Only Beneficiaries that are part of the beneficiaries list
can enroll themselves. Specifically two possible scenarios can occur at
Watan Card Facilitation Centers (WCFCs).
A step-by-step process flow would help better understand this
process and in turn guide beneficiaries. However, A beneficiary needs
to fulfill the following requirements to receive cash grants.
- Beneficiary will visit the Watan Card Facilitation Centre him/herself.
- Must have a valid CNIC.
- Must belong to the flood affected area.
Following are the two Scenarios as mentioned above;
Case 1
Beneficiaries from phase I of CDCP that have a valid CNIC and
Watan card fall under this case.
This is termed as ideal case scenario in which a beneficiary
has the necessary pre-requisites to enroll him/herself. They have to:
- Enter the Watan Card Facilitation Centre
- Go to the Information counter with a Valid CNIC. The operator would verify particulars and direct the beneficiary to the biometric counter.
- Beneficiaries would get verified their biometrics against their particulars at this station. If one to one matching is successful then the operator would direct the beneficiary to the bank counter. Else the operator would capture picture and fingerprints of the beneficiary and direct him/her to the bank counter. In both cases, beneficiary will be provided with a printed slip.
- Beneficiary at the bank counter would show the bank official the printed slip. After acquiring necessary information the bank official would credit PKR 20,000 in the beneficiary's account and will issue him/her Debit / Watan Card in case he/she has lost it.
- The beneficiary would draw money from PoS or the bank's local ATM.
Case 2
Phase II beneficiaries that were not part of phase I and do
not possess Watan card fall under this category. They have to:
- Enter Watan Card Facilitation Centre.
- Go to the Information counter with a Valid CNIC. The operator would verify particulars and direct the beneficiary to the biometric counter.
- Would get-verified their biometrics against their particulars at this station. If matched successfully, the operator would capture his/her photograph and direct the beneficiary to the next counter. If there a miss-match, the beneficiary gets his/her finger prints and photograph taken and then sent to the bank counter. Beneficiaries will be provided with a printed slip.
- Beneficiaries at the bank counter would show the bank employee a printed slip.
- Bank counter issues a Debit / Watan card with a pin number to the beneficiary.
- Beneficiary activates the card and withdraws the money from the PoS or bank's local ATM.

For CDCP Phase II, a household will be considered eligible as per the following criteria:
a) The beneficiary should be the head of household of the
damaged house identified through a survey conducted
in the flood affected areas by the respective provinces. The
criteria for housing damage are determined by the Provincial
Governments.
b) The CNIC of the potential beneficiary head of household
(as provided by the provinces) is verified through the NADRA
registration database as:
1. Unique and valid in NADRA database
2. Unique at least within the family
3. Clear in NADRA database (i.e. not marked as suspect alien or "DUP" i.e. multiple identity)
4. HOF in NADRA database where there is already a phase 1 beneficiary in the same family.
5. Have at least one address (temporary or permanent) from the notified flood affected district
1. Unique and valid in NADRA database
2. Unique at least within the family
3. Clear in NADRA database (i.e. not marked as suspect alien or "DUP" i.e. multiple identity)
4. HOF in NADRA database where there is already a phase 1 beneficiary in the same family.
5. Have at least one address (temporary or permanent) from the notified flood affected district
Verification of the lists of beneficiary households provided
by provinces will be carried out by an independent third party.
This third party autonomous verification will use a sample
based Spot Check mechanism to determine the validity of the data
provided by the provincial household damage survey.
Well off will be excluded with information available on the
head of household in the NADRA's registration database. Wealth is
measured by a combination of proxies such as those having bank accounts
in international banks, frequent international travel activities and
executive jobs.In addition to the verified surveyed households, all
legitimate vulnerable beneficiaries, defined as female and disabled
headed families in the NADRA's CNIC database that were included in Phase
I, but not captured as Head of Household through the survey will,
de-facto, become part of Phase II beneficiaries.
Address rule will not be applied for those who were processed
through Redressal mechanism during Phase I to cater for splits, mergers
and creation of new districts. In case of rejected records, only two
categories can be further processed through Grievances Redressal; i.
CNIC is invalid or missing. ii. Address or HOF rule is challenged. All
other cases such as Aliens, DUP, duplicate records in HOH lists etc.
will have no further life cycle.

Over the course of monsoon season in July and August 2010,
Pakistan experienced the worst floods in its history.
These floods affected 78 districts and nearly 10% of
Pakistan's population over a vast geographical area.
Floods that originated from the upper northern areas of
Khyber Pukhtunkhwa province completely or partially
destroyed Houses, Streets, Villages and crop fields of
Gilgit Baltistan (GB), Azad Jammu and Kashmir,
Balochistan and Sindh. This wide scale disaster not only
caused destruction on land but over 1,980 reported
human lives were lost, 2,946 people injured.
Approximately 1.6 Million homes have been destroyed, and 2.4 million
hectares of crops damaged. An estimated 14 million families
are affected by the floods.
These floods greatly affected the lives and livelihood of
families bringing their businesses and lives to a complete hault.
In response to the flood crisis, the Government of Pakistan
in collaboration with the provincial Governments set up the
Citizens Damage Compensation Program to support affected
households with cash in an effort to recover and restore lives
in provinces of Khyber Pukhtunkhwa, Sindh, Punjab,
Balochistan, Gilgit- Baltistan and Azad Kashmir (AJK). Initially
the council of Common Interest made an immediate one-off
payment of Pak Rs 20,000 to the affected families in order
to ease the misery of families who lost most of their
possessions in floods. After its inception, to date the program
has provided cash to 1.62 million families across
Pakistan. This programme was financed jointly by the federal and
provincial governments and is termed as CDCP Phase 1.
Keeping in view the massive damage caused by the floods in
affectees life , Government of Pakistan alongside international donor's
are implementing the second phase as Citizen Damage
Compensation Program (CDCP). This program would complement the first
phase
beneficiaries and also new beneficiaries in an attempt to
bring their lost livelihood back on track. This program aims to deliver
PKR Rs 40,000 in two tranches of Rs 20,000 each. This would
easily allow the beneficiaries to spend the required cash on basic
necessities of life such as clothes, food, shelter. Likewise,
spending some amount of cash to revive their businesses by buying
livestock,
or harvest their fields. Thus, In totality the aim of the
project is to deliver the cash to beneficiaries effectively and
efficiently.
Thereby addressing and resolving any issue/problem that
pertains to this program and its operational activity.

Grievances Redressel Phase I:
After successful completion of Phase I, the left over persons were accommodated in
Phase I Grievance Redressels (writ cases). A total of 12,911 beneficiaries were
processed for Watan Card, out of which approximately 8,000 met the eligibility
criteria and received Watan Card.
Phase II: District Wise Summary
of HOH Data
The Government of Pakistan has planned
second phase of CDCP to continue to support the recovery of flood affected
households. This CDCP Phase II will provide a total of PKR. 40,000 to selected
flood affected households, in two PKR 20,000 tranches. Beneficiaries are anticipated to use
these funds to not only cover basic consumption but to also recapitalize assets,
repay loans, recover their livelihoods and repair housing.
In Phase II, a total of
320,551 beneficiary’s data was
received by DCO’s of 11 flood affected districts, out of which
311,358 beneficiaries have started
getting watan card after NADRA’s verification and remaining data was sent to
districts for corrections.

The head of the family must provide his or her CNIC Number
in order to verify that:
