Enrollment
Beneficiaries that wish to receive cash grants in CDCP Phase II should enroll themselves at the Watan Card Facilitation Centers (WCFC). Such beneficiaries after having checked their names in the beneficiaries list at the DCO office can visit their nearest WCFC and get themselves verified and receive the first installment of PKR 20,000. Enrollment is an easy step by step process and should be done by the beneficiary him/herself. Only Beneficiaries that are part of the beneficiaries list can enroll themselves. Specifically two possible scenarios can occur at Watan Card Facilitation Centers (WCFCs). A step-by-step process flow would help better understand this process and in turn guide beneficiaries. However, A beneficiary needs to fulfill the following requirements to receive cash grants.
  • Beneficiary will visit the Watan Card Facilitation Centre him/herself.
  • Must have a valid CNIC.
  • Must belong to the flood affected area.
Following are the two Scenarios as mentioned above;

Case 1
Beneficiaries from phase I of CDCP that have a valid CNIC and Watan card fall under this case. This is termed as ideal case scenario in which a beneficiary has the necessary pre-requisites to enroll him/herself. They have to:
  • Enter the Watan Card Facilitation Centre
  • Go to the Information counter with a Valid CNIC. The operator would verify particulars and direct the beneficiary to the biometric counter.
  • Beneficiaries would get verified their biometrics against their particulars at this station. If one to one matching is successful then the operator would direct the beneficiary to the bank counter. Else the operator would capture picture and fingerprints of the beneficiary and direct him/her to the bank counter. In both cases, beneficiary will be provided with a printed slip.
  • Beneficiary at the bank counter would show the bank official the printed slip. After acquiring necessary information the bank official would credit PKR 20,000 in the beneficiary's account and will issue him/her Debit / Watan Card in case he/she has lost it.
  • The beneficiary would draw money from PoS or the bank's local ATM.

Case 2
Phase II beneficiaries that were not part of phase I and do not possess Watan card fall under this category. They have to:
  • Enter Watan Card Facilitation Centre.
  • Go to the Information counter with a Valid CNIC. The operator would verify particulars and direct the beneficiary to the biometric counter.
  • Would get-verified their biometrics against their particulars at this station. If matched successfully, the operator would capture his/her photograph and direct the beneficiary to the next counter. If there a miss-match, the beneficiary gets his/her finger prints and photograph taken and then sent to the bank counter. Beneficiaries will be provided with a printed slip.
  • Beneficiaries at the bank counter would show the bank employee a printed slip.
  • Bank counter issues a Debit / Watan card with a pin number to the beneficiary.
  • Beneficiary activates the card and withdraws the money from the PoS or bank's local ATM.
