Watan Cards Phase I & II
In response to the flood crisis, the Government of Pakistan in collaboration with the Provincial Governments set up the Citizens’ Damage Compensation Program to support affected households with cash in their recovery efforts in all four provinces Khyber Pakhtunkhwa, Sindh, Punjab and Balochistan as well as Gilgit-Baltistan and Azad Jammu and Kashmir. The Council of Common Interest (a constitutional body headed by the Prime Minister, and including the Chief Ministers of all provinces) made an immediate one-off payment of Pak Rs. 20,000 to the affected families. The Programme was financed jointly by the federal and provincial governments. The project was executed under the Watan Card Project to support the flood affected families.
 
 
Phase I: District Wise Summary of Cards Distributed
In Phase I, a total of 609,788 beneficiaries received Watan Card cash grant of Rs. 20,000 each. The district wise break-up with cards issued is given below:

Grievances Redressel Phase I:
After successful completion of Phase I, the left over persons were accommodated in Phase I Grievance Redressels (writ cases). A total of 12,911 beneficiaries were processed for Watan Card, out of which approximately 8,000 met the eligibility criteria and received Watan Card.  
 
 
Phase II: District Wise Summary of HOH Data
The Government of Pakistan has planned second phase of CDCP to continue to support the recovery of flood affected households. This CDCP Phase II will provide a total of PKR. 40,000 to selected flood affected households, in two PKR 20,000 tranches.  Beneficiaries are anticipated to use these funds to not only cover basic consumption but to also recapitalize assets, repay loans, recover their livelihoods and repair housing.
In Phase II, a total of 320,551 beneficiary’s data was received by DCO’s of 11 flood affected districts, out of which 311,358 beneficiaries have started getting watan card after NADRA’s verification and remaining data was sent to districts for corrections.

Phase II: Watan Card Certificate/Token
For Phase II, PDMA issued Watan Card Certificate/Token to assist NADRA for identification of correct beneficiary. A sample certificate is given below:

 
Phase II: Beneficiary Eligibility Criteria
Having identified the potential beneficiary flood-affected families the following business rules were applied:
The head of the family must provide his or her CNIC Number in order to verify that:
Ø  Head of family CNIC is available in NADRA Database.
Ø  Head of family CNIC is unique in NADRA Database.
Ø  Head of family CNIC is valid in NADRA Database.
Ø  Head of the family CNIC is clear in NADRA Database, i.e., is not marked suspect, alien or fraud.
Ø  Both or one address of the head of family indicated in the CNIC coincides with the affected areas.
